director of the san francisco fleet week association. and make no mistake about it, the city and county of san francisco are supporter of the united states military. san francisco fleetwood association is a nonprofit all volunteer organization that was formed to help organize and execute fleet week. and fleet week in 2012 like 2011 and 2010 has adopted a mission to promote the humanitarian assistance and disaster response missions of the united states military. we also, of course, will have the blue angels and the air show that comes with that. the ships will be coming in and the wonderful liberty call that the wonderful men and women in the armed forces will have in san francisco. the fleet week association also, as i say, has a humanitarian and response. along with the civilian disaster response community, we'll have a senior leader seminar taking place on thursday and friday in which the military and the civilian community learn from one another on how to provide disaster response. i should mention that on wednesday morning out at ocean beach, the marine corps and the navy are settin

you, lewis. welcome. this is the beginning of a great number of events in our city, but i have to say fleet week is really one of my best events. it's one that i've celebrated since just being here and senator feinstein helped reignite it. we were very glad for it to just grow. and, of course, it's a week-long recognition of our armed forces, navy, coast guard, marines. they're all represented here today and i want to give a big shout out and shanks for the men and women in our uniforms who are protecting us. as you know, the world isn't safe. there are a lot of things that are happening. we have to always be ready and vigilant. i think a week out of our very busy calendars to recognize men and women is really an extraordinary opportunity to do that. i also want to give a very big thanks to the fleet week association. it's a great blend. and to have the chair, general, it's been wonderful to work with. he's kept us very focused on what we need to do. and then for all departments that have already been signalled out today, it's been wonderful to work with them today, both administrativ

that as a matter of policy for the city, i would rather err on the side of doing more than less. and, again, i just think that from my perspective, it's what i would want for my family. and, so, i don't know if that's possible, but i would simply urge the city to do that. i think it's money well spent. community. so, that was actually a really, really welcome first step by san dusk. the city administrator did negotiate a cba that was brought to the cac in january, and it was approved by the city administrator at the end of january. and this past year san dusk actually negotiated their second round, the second cba. september 20th was the final public hearing on that cba. i'm not sure if the city has signed off on it yet. >> could you talk a little bit, could you summarize the first cba with sandusk what was finally agreed upon? and also the value of the exclusion. >> sure. so, my understanding is that the value -- well, the cba's intention is that 30% of their benefit goes toward providing community benefits. i think the first year san dusk said their benefit amount was $75,000 and their cba actually went above and beyond that amount. but they mainly -- the major thing is they committed to is to host tours and panels for their employees and for the public on things relating to the tenderloin, such as tours, sro tours. they did a lot of work around food justice. they sponso

activities occur is unbelievable. it makes me so proud to be a department head in the city and county of san francisco. we have learned since 2010 that we need to meet and get to know the folks that we will need to rely on in an emergency. we all know in a disaster we can't do this by ourselves. we are going to rely very heavily on our military partners. generally maya saw in 2010 that having a big party for fleet week was great, but we needed to do something more. and it was under his inspiration and leadership that we began the humanitarian assistance disaster response program. so, it's really building these relationships over the years, continuing to grow, and going from the one week event that we started with for fleet week into something that we're doing all year round. so, i'd like to thank especially my staff, rob, diana, all the people who have been working on this day and night. right now this week it's fleet week every day, every second, every minute. but next week it will be fleet week for us again starting for 2013. so, thank you very much. orleans, our city government started looking at how we prepare our self. and one thing we discovered was, as you all know, the relationships that exist on the ground between civilians and between our first responders, really will help to dictate our success in tackling not just our response, but our recovery. and this is why last year in my district, in the heart of north beach which i hope many of you will have a chance to visit, we set up a coordinating council, and this is a council made up of local residents, neighborhood associations, merchant groups, churches, nonprofit organizations, city officials, and first responders. the task of this local coordinating council was to figure out how do we deal with that first 72 hours and how do we recover? and we've learned an awful lot as we've developed these relationships and how do we avoid the mistakes that were made after hurricane katrina? but what we've also found is that by simply convening these groups, we are preparing ourselves not just for what happens after a disaster, but we are literally building our community today. with this

. home prices rose in almost half of the major cities in september. strong demand was driven by low mortgage rates. the chinese government's monetary easing policies are help push down borrowing costs. the national bureau of statistics released the results of its monthly survey of new home prices sold across 70 cities. guangzhuo in the south showed the biggest gains with 0.4% since august. this is followed by a 0.3% rise in the inland city of xian. overall home prices in 31 of the 70 cities surveys rose compared to the previous month while prices in 24 cities fell. >>> the japanese government's tax commission will start discussing how to soften the impact of a higher consumption tax. that's ahead of its planned increase in two stages. the commission will hold this year's first general meeting on friday. it will listen to tax amendment requests from government ministries and agencies. the consumption tax will go up from the current 5%. it will be 8% in 2014 and 10% in 2015. the focus will be on measures to ease the burden on people who buy big-ticket items when the higher consumption

now. here in the city we're holding with temperatures in the lower 50s. it's 52 degrees. it's slow to fall here in town. the wind is still blowing just a little bit. gaithersburg has come up out of the 30s back up into the lower 40s and ght depends on -- we have the clear skies, the cooler air coming in behind the front earlier today. so that's funneling in, but if the winds stay up a little bit, it will keep temperatures from bottoming out in places. you can see most of the readings around and to the west of us are calm. here in the city we're still 13 miles per hour. that's what's keeping temperatures up in the lower 50s and i suspect that overnight tonight wind speeds will be down around 5, 6 miles per hour. so it definitely means it's going to be real cold in spots. freeze warning in places north and west. that includes montgomery county, just a frost advisory here in town and down to fairfax county, prince george's county and over towards the bay and anne arundel county, but again all those purple counties north and west, that's where it's going to get real cold tonight flirti
